A |     The Vietnam Association for the Victims of Agent Orange/Dioxin (VAVA) plays an important role in efforts to deal with the consequences of the US’ inhumane war. It has been helping victims of Agent Orange and representing their interests in the fight for justice for more than 18 years.,In an interview with Sputnik, Lieutenant General Dr. Dang Nam Dien, VAVA’s vice president and secretary general, explained that, “Over the past 18 years, VAVA has raised more than 30 trillion dong (some $1,300,000) and built 26 rehabilitation and care centers for Agent Orange victims. The secretariat of the Central Committee of the Communist Party of Vietnam has mandated party committees at all levels to take the lead in dealing with the consequences of the use of pesticides during the Vietnam War, and VAVA monitors how party bodies across the country comply with this directive.,Nguyen Thang Long, director of the Vietnam Social Protection Center for Agent Orange/Dioxin victims located in Yen Binh Commune, Thach That district of Hanoi, spoke about the measures taken by the government.,“The victims of Agent Orange are given low-interest loans to start their own businesses and productive labor. We have a program to provide housing at no cost to families of victims who are in especially difficult situations. There are free de-toxification programs every year. The VAVA gives money for medication to all Agent Orange victims who come to our Center.”,“In recent years, the association has worked with the Veterans Association of Vietnam (VAVN) and the Vietnamese Volunteer Youth Association to review the use of the benefits intended for victims of Agent Orange/dioxin by people who were not involved in the war and were not exposed to this poisonous defoliant. At the same time, the association is actively cooperating with the relevant authorities to have real victims of Agent Orange recognized and entitled to state benefits as soon as possible,” Dang Nam Dien continued.,VAVA is actively fighting to seek justice for the victims. The association has organized lawsuits against chemical companies in the US, but they were never concluded. Dang Nam Dien explained:,“We understand that this is a very long process. Therefore, in the near future, we intend to join with the World Peace Council, the International Association of Democratic Lawyers, and other peace-loving organizations such as the Japan Council against Atomic and Hydrogen Bombs in the fight for justice for the victims of Agent Orange.”,Mention should be made of the VAVA's involvement in the lawsuit of Tran Thi To Nga, a French woman of Vietnamese origin, against US chemical companies that produced dioxin intended for use by the military during the Vietnam War. In recent years, VAVA has collaborated in the field of detoxification and research efforts with the joint Russo-Vietnamese Research and Technology Tropical Center. Right now, dioxin concentration levels are still high or very high, especially around Da Nang, Bien Hoa, and Phu Cat airports, where toxic defoliants were stored, mixed and destroyed during the war. The Vietnam-Russia Tropical Center conducted a pollution survey in some areas near Bien Hoa Airport, but for some reason had to suspend the work. 천안교육지원청이 26일 천안시 불당동 청소년복지센터에서 개최한 ‘아름드리공원 공동사용 및 천안불무중 모듈러 교실 설치를 위한 지역주민·학부모 공청회’ 패널들.

설문 시스템상 전체 참여 절차 인원은 5191명으로 집계됐으며, 개인정보 수집·이용에 동의한 5178명을 기준으로 한 최종 찬반 조사에서는 3953명(76.34%)이 찬성, 1225명(23.66%)이 반대했다. 불당동 중학교 부족 문제를 둘러싸고 수년간 이어진 갈등 속에서 다수의 주민과 학부모가 모듈러 교실 설치라는 임시·현실적 대안을 선택한 것으로 풀이된다.   이날 공청회는 찬성표의 크기만큼이나 기존 불무중 재학생들의 교육환경을 어떻게 보호할 것인가를 놓고 치열한 의견이 오갔다.

모듈러교실 찬성 반대 의견.

찬성 측은 불당동 학생들이 인근 봉서중과 백석중, 쌍용중 등으로 배정돼 왕복 90분에 가까운 통학을 감수하고 있다며 더 이상 근본 대책만 기다릴 수 없다고 주장했다. 특히 중학교 진학을 앞둔 초등학교 고학년생들의 원거리 배정을 막기 위해서는 불무중 운동장에 모듈러 교실을 설치해 수용 능력을 우선 확대해야 한다는 의견이 제시됐다.   반대 또는 신중론 측은 모듈러 교실 설치 자체보다 기존 재학생들의 학습권 침해를 우려했다. 불무중이 최근 증축공사로 소음과 공사 불편을 겪은 데 이어 또다시 공사가 진행될 경우 학생들의 피로감이 커질 수 있다는 것이다.

운동장 축소에 따른 체육활동 공간, 급식실·화장실·휴게공간 등 학교 인프라, 교직원 업무 부담과 과대학교 문제도 함께 해결해야 한다는 요구가 이어졌다.   공청회에서는 결국 ‘원거리 통학 학생의 학습권’과 ‘기존 재학생의 교육환경’을 선택하는 문제가 아니라 두 문제를 동시에 해결해야 한다는 데 의견이 모였다.   이에 따라 교육당국과 천안시는 모듈러 교실 설치가 추진될 경우 인접 아름드리공원 일부를 체육활동 공간으로 공동 활용하는 방안과 안전대책, 학교시설 추가 개선 등을 함께 검토할 것으로 보인다. 공사 역시 학생들의 수업권 침해를 최소화하기 위해 방학 기간을 최대한 활용해야 한다는 의견이 제시됐다.   이번 설문 결과로 천안교육지원청과 천안시의회의 후속 논의도 빨라질 가능성이 커졌다. 그동안 불당동 중학교 부족 문제의 단기 해법으로 제시됐던 불무중 모듈러 교실 설치안이 주민 다수의 찬성을 확인한 만큼 자체재정투자심사와 예산심의 등 후속 행정 절차 논의가 본격화될 것으로 예상된다.   그러나 모듈러 교실 설치가 확정된 것은 아니다.   교육지원청은 이날 공청회에서도 설문조사는 주민과 학부모 의견을 확인하기 위한 정책 참고자료일 뿐, 결과만으로 사업 추진 여부가 최종 결정되는 것은 아니라고 거듭 설명했다. 후속 행정 절차와 예산 확보, 관계기관 협의 과정에서 추가 논의가 필요하고, 기존 재학생과 학부모들의 반발과 갈등이 계속될 경우 사업 추진에도 변수가 생길 수 있다.。
